A 3.3 V rail that droops below 3.135 V under load — common when sharing a rail with a noisy FPGA core — will pull the oscillator out of spec. Place a 0.1 µF ceramic cap within 2 mm of each VDD pin on the 8-QFM pad; the 7×5 mm land pattern leaves room for a single 0402 cap per supply pin without crowding the signal trace.
