The LM3S1H11 includes a DMA controller, PWM timers, a watchdog timer, and brown-out detect/reset — enough to run a sensor hub or a brushless DC motor controller without an external supervisor. The 1.235 V to 1.365 V core supply is narrow; a 1.25 V or 1.3 V LDO with 1% tolerance keeps the core in spec across temperature.
There is no official pin-compatible replacement from Texas Instruments. For a new design, consider a current-production Cortex-M3 or Cortex-M4 MCU in a 100-LQFP package with at least 512 KB Flash and 48 KB RAM, such as parts from the STM32F2 or Kinetis K series — but verify the pinout and peripheral set against your board.
