The 4/0 driver/receiver count means it is a pure transmit device — four LVDS outputs, no internal receivers — so it pairs with a separate LVDS receiver such as the DS90LV048A for a complete link. Supply voltage tolerance from 3V to 3.6V covers both 3.3V nominal rails and the 3.0V low end seen during brownout or at the end of a long PCB trace with IR drop.
