At 400 Mbps the driver can handle a 200 MHz clock or a 400 Mbps NRZ data stream. The differential swing is typically 350 mV into a 100 Ω termination, keeping EMI low. For a 1-meter cable or backplane trace, the rise time (~0.5 ns) leaves enough margin for the receiver to sample cleanly, but above 1 meter you'll want to check the cable's insertion loss at 200 MHz — FR-4 traces longer than 12 inches may need pre-emphasis on the source side.
