The 1.4 ns propagation delay is the additive latency through the device; in a multi-drop or daisy-chained topology, each re-driver stage adds this delay, so the total link budget must account for it. At 800 Mbps the unit interval is 1.25 ns, meaning the delay is slightly more than one bit period — acceptable for point-to-point links but worth verifying in closed-loop timing paths.
