The CD74HCT4024E is a 7-bit binary counter from the 74HCT series, counting up on the negative edge of the clock input at a maximum count rate of 25 MHz. The asynchronous reset pin clears all bits to zero independent of the clock state, which means the counter resets immediately when the reset line is asserted — no need to wait for a clock edge to synchronize the clear.
