The CD74HCT02M: Input logic low is 0.8 V max and high is 2 V min, so the gate directly interfaces with TTL output levels without external level translation. Maximum propagation delay is 21 ns at 4.5 V with a 50 pF load — this sets the upper data rate ceiling for the signal path; at 5.0 V the delay typically improves by a few nanoseconds. The symmetrical output drive of 4 mA source and 4 mA sink (at Vcc=4.5V) is enough to drive one or two standard 74HCT loads or a low-power LED indicator through a series resistor.
