The CD4028BPW is a BCD-to-decimal decoder from the 4000B series — it takes a 4-bit BCD input and asserts one of ten active-high outputs. The 1 x 4:10 circuit means a single decoder stage handles the full conversion in one pass. Supply voltage runs from 3 V up to 18 V, which is the full 4000B family range. Outputs source or sink 6.8 mA typical. That is enough to drive a standard TTL gate input or a small LED indicator directly — no buffer needed for a panel status lamp.
