It implements the logic function Y = ¬(A·B·C·D·E·F·G·H) — eight inputs collapse to a single active-low output. The PDIP14 body is wide enough that pin 1 orientation is obvious from the notch and dot, even under a desk lamp.
Active lifecycle, but watch the RoHS flag
One catch: it is marked RoHS non-compliant. If your BOM requires RoHS-10/REACH compliance for the end market (CE marking, EU market access), this part will not pass a restricted-materials audit. The lead content in the solder-dip finish is the likely blocker.
