Switching at 115 kHz keeps the transformer core small while staying below the 150 kHz conducted-emission limit for EN55022 Class B, simplifying the input EMI filter. The 70% maximum duty cycle suits a flyback operating in continuous conduction mode at low line, where the duty cycle approaches the limit.
