What this rail-to-rail steering array does
The CM1213A-04MR is a steering (rail-to-rail) TVS diode array from onsemi that clamps transient overvoltage on four unidirectional channels. It is designed to protect high-speed data lines operating at 3.3 V — the reverse standoff voltage sits at 3.3 V, so the diode stays off during normal signal swing and only conducts when the line exceeds the breakdown threshold. That 10 V ceiling is low enough to keep downstream 3.3 V CMOS inputs within their absolute-maximum ratings. The rail-to-rail topology steers the surge current to the supply or ground rail rather than shunting it through the IC's own ESD cells.
The exposed pad is on the bottom; a good thermal and electrical connection to the PCB ground plane improves both heat sinking and clamping performance.
