The 1N6044A clamps at 22.5V maximum when the peak pulse current hits 67A (10/1000µs waveform) — that is the voltage the downstream circuitry sees during a surge event, not the breakdown voltage. If your protected rail cannot tolerate a 22.5V transient, this part is not the right clamp.
Peak pulse power and temperature range
