A transient that exceeds 13.3V drives the device into avalanche breakdown; the clamping ceiling holds at 19.9V maximum at the rated peak pulse current. That 7.9V gap between standoff and clamping ceiling is meaningful for telecom rails at 5V or 3.3V — there is sufficient headroom to absorb fast transients without false triggering during normal operation.
