For a 10 V rail feeding an LDO or switching regulator, this ESR keeps the ripple voltage within a few tens of millivolts at typical switching frequencies — the capacitor absorbs the AC current without excessive self-heating. The molded package also provides better mechanical stability than conformal-coated tantalums under vibration.
