400 mOhm ESR and the decoupling decision
For a 10 V rail with a few hundred mA of ripple, this ESR keeps the capacitor temperature rise under control without needing a higher-ESR part that would waste more power as heat.
The TPS series is general-purpose, so no special screening, but the temperature grade alone qualifies it for many high-reliability builds that would reject a commercial 85°C cap.

The manufacturer size code B corresponds to the 1411 (3528 Metric) / 1210 case, measuring 3.50 mm x 2.80 mm with a seated height of 2.10 mm max. The 0.50 mm pitch on the 1210 footprint is standard — no fine-pitch rework challenges, and the molded body gives clear polarity marking so you don't cook it backward.
