The ±20% tolerance means the actual capacitance at 16 V bias could be as low as 8 µF; if your circuit needs the full 10 µF at voltage, derate the working voltage by 50% or use a higher voltage rating.
At 125°C the leakage current rises and the rated voltage may need derating per the manufacturer's guidelines; for a 16 V rail at 125°C, a 20 V or 25 V rated part is safer.
