Tolerance and derating — what the ±20% means
The ±20% tolerance is typical for tantalum electrolytics used in bulk storage and decoupling — not for precision timing or filter poles where a tighter tolerance (e.g., ±10%) would be required. On a 20 V rail, the capacitor sees a DC bias that reduces effective capacitance; the 20 V rating provides headroom above the rail voltage, but the actual in-circuit capacitance will be lower than 15 µF.
