The 35 V rating gives comfortable headroom on a 24 V supply — you can run it on a 12 V or 5 V rail with plenty of margin, but the real value is on a 24 V bus where the 2.2 Ohm ESR limits the ripple current and keeps the self-heating under control. The ±10% tolerance is tight enough for most bulk filtering and hold-up capacitor roles; for timing or precision filtering you would need a tighter tolerance or a different dielectric.
