The 0%, +100% tolerance means the actual capacitance can be anywhere from 2 F to 4 F fresh from the reel — a design consideration for circuits that need a minimum capacitance to hold up a rail for a specified duration.

The 0.315" diameter (8.00 mm) radial can with 0.138" (3.50 mm) lead spacing and PC pin termination fits standard through-hole layouts on the board; seated height is 0.709" (18.00 mm) max.
