The 66 MHz clock frequency is the base SPI rate. With Quad I/O enabled, the effective read throughput reaches 264 Mbps (66 MHz × 4 data lines) in fast-read mode, which is sufficient for shadowing code to RAM or executing in place (XIP) from the Flash at moderate core speeds.
