That's enough to feed a Cortex-M7 or a mid-range FPGA configuration controller without stalling. The interface supports Quad I/O commands, so the four data lines are bidirectional – check your host's QSPI controller supports the command set (the FL-S series uses the standard JEDEC SPI NOR command set, not a proprietary extension).
