This part was designed for cache-tag storage, high-speed buffers, and microcontroller data memory in legacy 5 V systems where deterministic read/write timing matters.

15 ns access time — timing closure for the bus

In a 5 V asynchronous bus, this gives the memory controller a fixed window for address decode and data capture. A 15 ns part is fast enough for most 8-bit and 16-bit microcontrollers running at 20–40 MHz, but a 10 ns or 12 ns sibling would be needed if the bus cycle is tighter than 20 ns.
