The Cypress CY7C009-15AC is a 1 Mbit dual-port asynchronous SRAM organized as 128K x 8, with a 15 ns access time. For a typical 33 MHz bus (30 ns cycle), the 15 ns access gives a full cycle of margin. On a 50 MHz bus (20 ns cycle), you are down to 5 ns of setup margin — tight, but workable if the controller's output hold time is short. The dual-port architecture means two independent systems can read or write any location simultaneously, which is the whole point of this part: shared memory for a pair of processors, a DSP and a host, or a redundant controller pair.
This part is officially obsolete per the manufacturer. For a board in production, you need to qualify a replacement or secure enough inventory to cover the remaining build. If you are designing a new board, do not use this part — pick a current-generation dual-port SRAM or a dual-port RAM IP block in an FPGA.
