It is a standard BC817 gain-group 40 variant, with a minimum DC current gain of 250 at 100 mA collector current and 1 V Vce. The 170 MHz transition frequency makes it suitable for switching and driver applications up to low-MHz range. Maximum power dissipation is 500 mW. The junction temperature rating goes to 150°C, which covers most industrial and automotive under-hood environments if the board keeps the ambient reasonable.

Field-swap reality check
PG-SOT23 is a three-lead package about 2.9 mm by 1.3 mm. It is surface-mount, so swapping it on site without a hot-air station or a fine-tipped iron is a pain. If you are doing a field repair, bring a magnifier and some flux; this is not a part you swap by feel.
