What the 74HC240D does on the board
It is an inverting buffer with 3-state outputs — the eight channels (two elements of four bits each) drive a bus or a set of logic inputs while the output-enable pin can float the outputs to high-Z, letting another device share the same bus wires without contention. Output drive is 7.8 mA sink and source — typical for the 74HC family, enough to drive a few CMOS inputs or an LED indicator, but not a relay coil or a high-capacitance bus without a buffer stage.
