The 15 mA max holding current means the triac stays latched once triggered as long as the load current stays above that threshold; below 15 mA the device may drop out, so a bleeder resistor across the load may be needed for very low-current loads.

Non-repetitive surge current is rated 60 A at 50 Hz and 63 A at 60 Hz — this handles the inrush from a motor start, a lamp cold filament, or a capacitor bank without commutating the triac into conduction during the surge event.
