90 W dissipation — the heatsink is not optional

The power dissipation is rated at 90 W (Tc). That is a case-temperature-limited number — reach it only with a substantial heatsink and good thermal interface. At 7 A continuous, even 1.2 Ohm Rds(on) produces nearly 60 W of conduction loss, so the junction will hit 150 °C quickly without a heatsink. The Full Pack package helps with mounting but does not change the thermal reality: plan the mechanical design around a heatsink from the start.

Does STPLED627 require a heatsink for 90W dissipation?

Yes. The 90 W rating is a case-temperature-limited maximum, not a free-air rating. Without a heatsink the junction temperature will exceed the 150 °C maximum almost immediately under any real load. A heatsink is mandatory for continuous operation above a few watts.
