What the 4 GPIO and 10 mA / 25 mA drive mean for your board
The PCA9536D,118 is a 4-bit I²C/SMBus I/O expander from NXP — four general-purpose I/O pins you add to a microcontroller that has run out of GPIO. The 400 kHz clock keeps the bus transaction time under 40 µs for a full read-write cycle, so the expander does not stall the I²C bus on a mixed-speed network.

The POR (power-on reset) feature ensures all registers default to a known state at power-up, so the outputs do not glitch high before the microcontroller configures them.
