What this switched-cap converter does — and what it doesn't
The Renesas ICL7660EPA is a switched-capacitor voltage converter, not a linear regulator. Its job is to invert or double a DC input voltage using internal charge-pump switching, without the inductor a buck-boost would need. The 'switched-cap' topology means it relies on external capacitors for energy transfer — no magnetics, but also no regulation against load or line changes.
RoHS flag — lead-bearing part
That means the device finish or internal construction contains lead (or another restricted substance) above the exemption threshold. For military, aerospace, or industrial equipment with a RoHS exemption, it may still be acceptable. Check your assembly house's policy before committing the BOM line.
No need to stockpile or search for surplus lots unless you need a specific date-code spread for a legacy build.
