The 140ms minimum reset timeout is long enough for most bulk-capacitor-based supplies to reach steady state after a brown-out or power-up. If your power rail has a slow ramp (large capacitance, weak source), this window gives the supervisor time to hold the processor in reset until the voltage is solid. A shorter timeout risks the processor starting before the supply is stable, causing erratic boot behavior. This part is a good fit for designs where the supply settling time is under 100ms.
