The TO-99-8 is a hermetic metal can with eight leads. It is a through-hole package.
The caveat: it is RoHS non-compliant (the lead-bearing finish typical of hermetic military-grade parts). That rules it out for EU RoHS-mandated consumer or commercial equipment, but it is exactly what a mil/aero BOM expects. For new designs that need RoHS compliance, a tin-plated or matte-tin equivalent in the same function would need a different order code — this one is the legacy leaded version.
