The TPSE477M004R0035 is a 470 µF tantalum capacitor rated at 4 V with a 35 mOhm equivalent series resistance, in the molded TPS series from KYOCERA AVX. The 35 mOhm ESR keeps the ripple voltage low and the ripple current rating high relative to a higher-ESR part. The ±20% tolerance is standard for tantalum electrolytics — the capacitance shift over temperature and DC bias is already accounted for in the datasheet curve, so the tolerance band is the room-temperature, zero-bias spread.
