The ±20% tolerance is standard for tantalum electrolytics — the actual capacitance at the DC bias voltage will be lower, so budget the derating. 350 mOhm ESR at 100 kHz means the capacitor can handle ripple current without excessive self-heating — for a 100 kHz buck converter output, the ripple current rating is roughly sqrt(0.1 / 0.35) = 0.53 A RMS, assuming a 0.1 W dissipation limit.
