The ±10% tolerance is tight enough for most decoupling and filtering roles on a power rail — a 20 V rating gives headroom on a 12 V or 5 V bus, but on a 15 V rail the derating margin is slim; tantalum caps need 50% voltage derating for reliable operation, so keep the applied voltage under 10 V if you want to stay inside the safe zone. It limits ripple current to roughly 500 mA RMS at 85°C — enough for a low-noise LDO output or a local decoupling cap on a mixed-signal board, but not for a high-ripple buck converter output without checking the thermal rise.

The 2312 (6032 Metric) case is a standard tantalum chip size — 6.00 mm x 3.20 mm footprint with a seated height of 2.80 mm. It reflows cleanly with a standard lead-free profile; the molded body has no exposed metal on the sides, so tombstoning is rare if the pad geometry matches the IPC-7351 footprint. The wide temperature band also means the ESR will climb at cold temperatures; at -55°C the ESR can double, which matters for startup into a capacitive load.
