The 50 V rating gives comfortable margin on a 12 V rail (4× derating) and still holds 2× margin on a 24 V bus, which is the typical derating rule for solid tantalums to avoid surge failures. For a buck converter output, this ESR contributes ripple per amp of ripple current — a reasonable figure for bulk decoupling, though a lower-ESR polymer would be preferred for high-ripple POL converters.
