The 3.08 V threshold is well-suited for monitoring a 3.3 V supply rail — it asserts reset when the rail dips below approximately 93% of nominal, providing early warning before the downstream logic enters an undefined state. With a minimum reset timeout of 140 ms, the part holds the processor in reset long enough for the main supply and oscillator to stabilise after power-up, covering the start-up transient of most switching regulators.
