What this RS-232 transceiver does on the line
The MAX3227EEUE+ is a single-driver, single-receiver RS-232 transceiver in a 16-pin TSSOP package, running full duplex at up to 1 Mbps. It handles the voltage-level translation between a UART's logic-level signals and the ±5V to ±15V swing RS-232 needs on the cable, with a 500 mV receiver hysteresis that cleans up noisy lines.
Housed in a 16-TSSOP with 0.65 mm pitch and a 4.4 mm body width. The tube shipment means it arrives in an anti-static tube, not tape-and-reel, so plan for manual or tube-fed pick-and-place.
