That footprint is standard for SOIC-300 mil — the same land pattern as most 24-pin SOIC serial EEPROMs and SRAMs, so the board layout is a drop-in if you already have that footprint on the PCB. Supply range is 2.97 V to 3.63 V on the main rail, with a separate battery-backup input accepting 2 V to 3.05 V.
